U.N. Secretary-General Antonio Guterres stated that the conflicts in Gaza and Ukraine have undermined the effectiveness of the United Nations Security Council.
He stated that the Security Council failed to provide an adequate response to the war between Israel and Hamas and the Russian invasion of Ukraine.
"The Council's lack of unity on Russia's invasion of Ukraine, and on Israel's military operations in Gaza following the horrific terror attacks by Hamas on 7 October, has severely – perhaps fatally – undermined its authority," he said, calling for reform of the international institution.
"The Security Council has often found itself paralyzed, unable to act on the most significant peace and security issues of our time," he noted, speaking at the opening of the U.N. Human Rights Council in Geneva.
"With each passing day, the world becomes less safe. Our world is changing at warp speed. The multiplication of conflicts is causing unprecedented suffering. But human rights are a constant," the U.N. Secretary-General said.
